Over the past fortnight, the OBR went out of its way to counter claims about its assessment of the Budget that were damaging to the government. But it did not challenge David Cameron, the prime minister, when he compared old OBR analysis with its latest assessment – which we now know used very different assumptions.
Sir Michael Scholar, head of the National Statistics Authority, chastises politicians for abuse of state statistics. The OBR should follow his lead, responding aggressively to the misuse of its output – even by the prime minister.
The OBR must, of course, strive to improve its models continually. But the institution must be open about such decisions, and release enough data to allow assessment of the impact of specific government policy changes. The OBR must now release reconciled forecasts, on openly stated assumptions, so that the impact of the Budget can be assessed.
The government is still finalising the structure of the permanent OBR and has yet to choose a new head for it. Sir Alan Budd, its interim chairman, has already announced his return to retirement. The structure – and the appointment of its chairman – must be made with one objective in mind: securing independence.
The OBR cannot continue to be run by Treasury civil servants whose careers hang on preferment within the finance ministry. Nor can the body be housed within it. It must be a creature of parliament. The chairman should be subject to confirmation by the Treasury select committee. The OBR must be seen to have teeth.

Dalla mezzanotte di sabato 3 luglio, 32 dipendenti dell’ISAE danno avvio a una iniziativa di digiuno a staffetta di un giorno. Con questo gesto, i dipendenti dell’ISAE auspicano l’apertura di un dialogo con il Ministro dell’economia e lo invitano a:

In particular, I reflected on a statement, one of many that affect us during these days made by people more or less close. The statement is as follows: "The impression is that you do not know what you want." Yet we thought they were clear. We want to do what we have done until now. It does not matter if the name of ISAE, Goofy, Pluto and Donald Duck, we want to fulfill our duties in the service of the state.
I wondered why this simple message was not passed and if there had actually been our fault. Then came to me to mind a metaphor. The flock of starlings. Come si può addebitare al singolo uccello il continuo cambio di direzione quando questo è immerso in un sistema caotico in cui, apparentemente, nessun singolo ha il potere di determinare la dinamica dell’intero sistema? Ma sopratutto, come possono essere tutti gli altri storni a imputare a un singolo l’ondeggiare dello stormo?
Preso da un ulteriore attacco di sconforto, mi è venuta l’idea di arrendermi. Tra le varie posizioni quella che sembra destinata a soccombere quasi certamente perché di gran lunga più debole rispetto alle altre espresse dai poteri forti, sembra proprio quella manifestata da molti dei componenti del parlamento stesso, e cioè quella di utilizzare al meglio i ricercatori dell’ISAE mettendoli al servizio across the country and only they, or some of them, does not seem to see in us a threat but an asset.
